This new investment addresses one of Senegal's major challenges. Despite its significant agricultural potential, the country remains heavily dependent on food imports, a situation that increases its import bill and leaves it more vulnerable to fluctuations in global food prices.

According to a report published in July 2025 by the United Nations Conference on Trade and Development (UNCTAD), Senegal imported nearly $1.8 billion worth of agricultural and food products between 2021 and 2023.

By strengthening local production and expanding agro-processing value chains, the authorities aim to gradually reduce this dependence while improving the incomes of farmers.

A Strategy Aligned with the Dakar 10 Commitments

The PASS program is part of the commitments made during the Dakar 10 Forum on financing African agriculture. Among its key priorities is the expansion of irrigation, seen as a critical tool for securing agricultural production in the face of increasingly frequent droughts.

Through this program, Senegal aims to build a more resilient agricultural system capable of meeting domestic demand while supporting economic development across rural areas.
