Côte d’Ivoire Prepares Its Digital Revolution for 2035

Côte d’Ivoire is taking a new step in its digital transformation.

At the 6th edition of the African Digital Week 2026, which opened on June 1 in Abidjan, the Minister of Digital Transition and Technological Innovation, Djibril Ouattara, unveiled the main directions of the country’s future National Digital Strategy 2035.

Built around seven strategic pillars and approximately forty flagship projects, this roadmap aims to accelerate the modernization of public administration, strengthen digital infrastructure, and foster a more competitive innovation ecosystem. Key priorities include expanding connectivity, digitizing public services, advancing artificial intelligence, enhancing cybersecurity, developing digital skills, and modernizing the postal sector.

This new vision builds on reforms undertaken over the past several years while placing greater emphasis on emerging technologies and digital sovereignty.

Achievements of the 2021–2025 Strategy

The results achieved under the previous digital strategy demonstrate strong momentum. Between 2021 and 2025, the number of mobile phone subscriptions increased from around 44 million to more than 60 million. Mobile internet usage also grew significantly, reaching nearly 38.5 million subscribers in 2025.

At the same time, the country accelerated the digitalization of administrative services, making it easier for citizens and businesses to access public services. This progress is reflected in Côte d’Ivoire’s improved ranking in the United Nations E-Government Development Index (EGDI), where the country achieved a score of 0.5587 in 2024, compared with 0.4457 four years earlier.

Digital Technology: A Future Driver of Economic Growth

Beyond the modernization of government services, the digital sector is increasingly becoming a key pillar of the Ivorian economy. Its contribution to GDP could reach 15% by 2030, compared with approximately 6% today.

The long-term outlook is even more promising. According to World Bank projections, Côte d’Ivoire’s digital economy could generate more than US$20 billion by 2050, provided that investments in infrastructure, digital skills, and technological innovation continue.
