The Congolese Post and Electronic Communications Regulatory Agency (ARPCE) has signed a memorandum of understanding with the National Agency for Information Systems Security (ANSSI).
The two parties aim to combine their efforts to strengthen the security of national networks and cyberspace.
This memorandum seeks to optimize the management of cybersecurity incidents and encourage the sharing of information between the two institutions.
It includes, in particular, the secure exchange of information on incidents and emerging threats, coordination of actions in response to incidents affecting telecom operators, the creation of a joint committee for continuous consultation, as well as the strengthening of technical capacities and the development of joint intervention protocols.
"This partnership is part of a broader vision: that of a resilient and sovereign digital Congo. It reflects our shared commitment to building a trustworthy digital space, a prerequisite for the development of our digital economy," said Louis-Marc Sakala (pictured, right), Director General of ARPCE.
In this regard, the government has allocated a budget of $1.3 million to ANSSI's activities in 2025. In October 2024, the executive had already organized a cybersecurity training seminar for judicial and law enforcement bodies.
Congo is classified as a fourth-tier country in terms of cybersecurity by the International Telecommunication Union (ITU) in its "Global Cybersecurity Index 2024."
