The Malagasy government has launched an initiative to distribute digital devices such as smartphones to the population as part of the Digital and Energy Connectivity for Inclusion Project in Madagascar (DECIM).

With a budget of 24 million dollars, this initiative is expected to promote the adoption of the internet and digital services across the country.

In fact, the Global System for Mobile Communications Association (GSMA) estimates that the inability to acquire an internet-compatible phone is one of the main barriers to the adoption of this technology in areas already covered by the network. The organization explains that although many devices are now available for less than 100 dollars, this cost remains unaffordable for a large portion of the population.

In Madagascar, a smartphone costing 100 dollars represents nearly 20% of the annual Gross National Income (GNI) per capita, which is estimated at 510 dollars according to the most recent World Bank data (2023).

Thus, the Malagasy government plans to distribute 664,000 connected digital devices, of which 400,000 will be prioritized for women and girls.

This initiative aims to reduce inequalities in access to technology and strengthen digital and economic inclusion. A dedicated "Digital Device Sales with Internet Access" counter will soon be set up, offering targeted subsidies, a credit line for distributors and financial institutions, special attention to remote areas, and the promotion of mobile money as a lever for financial inclusion.

This government initiative aligns with the digital transformation ambitions outlined in the 2023-2028 Five-Year Digital Strategic Plan (PSN), reports Wetech Africa.
