The President of the Republic of Congo, Denis Sassou-Nguesso, will begin a working visit to Italy starting November 24, 2024. This trip will focus particularly on energy cooperation, especially with the Italian oil giant ENI, a key player in Congo’s hydrocarbon exploitation.

The relations between Congo and Italy span several decades and are marked by a strong economic and energy dimension. ENI, present in Congo for over 50 years, is currently one of the country's main oil operators. Its strategic role in the exploitation of Congo's natural resources has contributed to strengthening the economic ties between Brazzaville and Rome. As a leading partner, ENI actively participates in projects aimed not only at maximizing energy production but also at reducing environmental impact through sustainability-focused initiatives.

This historic cooperation has deepened over the years, particularly through joint projects aimed at transforming local energy resources into engines of development. During this visit, in-depth discussions are expected to extend this collaboration, particularly in the context of Italy's proposed energy program.

Denis Sassou-Nguesso’s visit to Rome will not be limited to energy matters. In January 2024, during a previous working visit to Italy, the Congolese president participated in the Italy-Africa summit, an event that marked a turning point in Italy's strategy toward its African partners. The economic forum held on the sidelines of this summit laid the groundwork for a strengthened partnership, especially in infrastructure, health, and education.

Through its bilateral exchanges with Congo, Italy aims to be a major player in Africa’s development, notably by supporting initiatives to diversify local economies. Sectors such as agriculture, industrialization, and renewable energies are also expected to feature in the discussions, reflecting Rome’s growing interest in multidimensional partnerships with Brazzaville.

Energy

The meeting between Denis Sassou-Nguesso and Giorgia Meloni is also part of a European strategy to secure energy supplies while promoting sustainable development in Africa. Italy is expected to present an ambitious program centered on close cooperation with African countries, including Congo, to ensure a balanced energy transition.

This program is built on two main pillars: strengthening the exploitation and transportation of hydrocarbons to Europe in response to challenges posed by the global energy crisis, and promoting local development projects to reduce inequalities and address the structural causes of illegal migration. This dual ambition reflects Rome’s intent to play a central role in Africa’s economic and social dynamics while addressing its own strategic needs.

Political and "Spiritual" Dialogue

Beyond economic discussions, the planned meeting between Denis Sassou-Nguesso and Pope Francis will highlight broader issues, particularly those related to peace and international solidarity. The Congolese head of state, known for his involvement in regional mediation initiatives, may exchange views with the Pope on issues concerning political stability in Central Africa as well as global topics like climate change and poverty alleviation.

This visit is poised to be a pivotal moment in strengthening bilateral relations between Congo and Italy. It underscores not only the importance of energy cooperation in the partnership between the two countries but also their shared commitment to exploring new avenues of collaboration. By capitalizing on this momentum, Brazzaville and Rome could establish a model of cooperation that combines economic efficiency, environmental responsibility, and sustainable development.

The expected outcomes of this visit are likely to benefit not only the Congolese population but also the entire region, solidifying Congo's role as a leading energy player and enhancing Italy’s position as a key partner for Africa.
