Senegal: Unemployment Surges

Warning signs are flashing red for Senegal’s labor market. In the first quarter of 2026, the broad unemployment rate climbed to 22.9%, up 1.2 percentage points year-on-year, according to the latest National Employment Survey (ENES) published by the National Agency for Statistics and Demography (ANSD).

 Behind this overall figure lies a much harsher social reality, marked by deep inequalities. Rural areas have been hit hardest by the crisis, with an alarming unemployment rate of 32%, compared with 17.4% in urban areas. Young people remain particularly vulnerable, posting an unemployment rate of 28.4%, compared with 16.8% among adults. Women complete this trio of the most affected groups. Despite these challenges, Senegalese workers are not giving up. The labor force participation rate edged up slightly to 56.5%. However, with salaried job opportunities becoming increasingly scarce (the overall employment rate fell to 40.2%), many workers are turning to subsistence entrepreneurship. As a result, self-employment has become more than ever the main driver of the national economy, accounting for 54.4% of the employed labor force. Under the strict definition of the International Labour Organization (ILO), however, the official unemployment rate stands at just 5.1%. This technical distinction masks the true extent of underemployment and the day-to-day insecurity reflected in the ANSD’s broader unemployment measure.
