AI: Rwanda and Egypt Forge a New Partnership

Rwanda and Egypt are taking a new step forward in their technological partnership by focusing on artificial intelligence (AI), digital transformation, and digital skills development.

Meeting in Cairo on June 29, Rwanda's Minister of ICT and Innovation, Paula Ingabire, and Egypt's Minister of Communications and Information Technology, Raafat Hindi, agreed to prepare a memorandum of understanding aimed at structuring cooperation between the two countries in the field of information and communication technologies.

The two sides plan to launch AI-powered pilot projects in several strategic sectors, including healthcare, agriculture, digital public services, and technologies adapted to local languages.

Kigali and Cairo also intend to strengthen exchanges between government institutions, universities, research centers, and innovation hubs in order to promote knowledge transfer, applied research, and the training of a new generation of African AI experts.

Beyond their bilateral partnership, both countries aim to promote a shared African vision of AI based on the principles of responsibility, inclusion, and sustainable development. The ministers also called for closer coordination within regional and international bodies to advance common African positions on the governance of emerging technologies.

This initiative is part of the accelerating digital strategies of both countries. Rwanda recently approved the creation of a National Artificial Intelligence Agency, tasked with overseeing investment, innovation, and AI governance, as an extension of its digital public infrastructure strategy.

Egypt, for its part, continues to implement its National Artificial Intelligence Strategy 2025–2030, which aims to integrate AI into public services, develop specialized skills, and strengthen research. Cairo is also expanding partnerships with African countries to accelerate the adoption of artificial intelligence across the continent.
