Côte d’Ivoire plans to create several new higher education institutions, including a university dedicated to artificial intelligence (AI), as part of its 2026–2030 National Development Plan (PND), according to information obtained in Abidjan.

According to the PND document, significant investments will be mobilized to strengthen higher education infrastructure. The program includes the construction of the Adiaké university campus, as well as new universities in Abengourou, Daoukro, and Dabou. Three University Institutes of Technology (IUTs) are also planned, alongside a specialized university for artificial intelligence and the completion of the University of Odienné.

These new institutions are expected to offer programs aligned with labor market needs, particularly in agro-industry, digital technology, mining, services, and healthcare. The stated objective is to better match higher education with economic demands and improve the employability of young graduates.

The 2026–2030 National Development Plan, currently being implemented, is valued at CFA 114,838.5 billion (approximately USD 209 billion). It aims to accelerate the structural transformation of the Ivorian economy, strengthen the private sector, and develop human capital.

Ivorian authorities have repeatedly expressed their ambition to make artificial intelligence a pillar of the country’s digital sovereignty, supported by national policies on governance and technological innovation.
