Ghana: An AI Hub Takes Shape

Ghana is taking a major step in its digital transformation with the creation of a national center dedicated to artificial intelligence (AI). The goal is to foster innovation, develop skills, and integrate AI responsibly into the country’s key sectors.

The Ghanaian government plans to establish a computing center dedicated to AI, supported by an investment of $250 million. The announcement was made on March 31 by Samuel Nartey George, Minister of Communication, Digital Technology and Innovation, during a national meeting on assessing Ghana’s readiness for AI (Readiness Assessment Methodology – RAM).

The center will support research, development, and deployment of AI solutions in strategic sectors such as agriculture, healthcare, education, and financial services. It also aims to position Ghana as a major African hub for responsible AI.

This initiative is part of Ghana’s national AI strategy, officially set to launch on April 24. The country is collaborating with UNESCO and receiving funding from the European Union to assess its AI readiness in terms of governance, infrastructure, data ecosystems, research, economic preparedness, and ethical safeguards.

The minister identified four priorities: strengthening data governance, investing in AI research and computing infrastructure, developing education and digital skills, and integrating ethical safeguards into the deployment of technologies.

Since March 24, an initial cohort of civil servants has been undergoing a national AI training program based on a “train-the-trainers” model. The program covers machine learning, neural networks, the design and deployment of AI systems, and distinguishes between predictive AI and generative AI.

The initiative emphasizes human oversight, which is essential to ensure reliability, accuracy, and accountability. It aims to strengthen institutional capacity, foster collaboration, and enable the Ghanaian administration to deliver more efficient and innovative services.
