Morocco is hosting, on 2–3 December 2025, the first-ever International Conference dedicated to African victims of terrorism.

The event aims to place the human consequences of terrorism in Africa at the forefront and to strengthen support and resilience mechanisms across the continent.

Organized by the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, with the support of the United Nations Office of Counter-Terrorism (UNOCT), this gathering is an unprecedented initiative that places African victims of terrorism at the heart of strategic discussions on preventing and combating violent extremism.

The Conference will bring together in Rabat representatives of African governments, international and regional organizations, associations of African victims of terrorism, researchers, and specialized experts.

Discussions will also address the essential role that survivors can play in prevention and resilience initiatives, through their testimonies, experience, and participation in rebuilding affected communities.

Participants will exchange views on major topics, particularly:

the human consequences of terrorism,

and the legal, institutional, and socio-economic challenges related to assisting victims.

This event forms part of the partnership between the Kingdom of Morocco and the United Nations Office of Counter-Terrorism, notably reflected in the establishment in Rabat of the UNOCT Programme Office for Africa.
