The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police signed, on Monday in Marrakech, a memorandum of understanding on operational, intelligence and technical cooperation. The objective is to combat the various forms of violent crime and organized crime that threaten the security of the two countries.

The signing of this agreement took place on the sidelines of the 93rd session of the General Assembly of the International Criminal Police Organization (INTERPOL), held in Marrakech from November 24 to 27, 2025, according to a statement from the General Directorate of National Security (DGSN).

This agreement establishes a reference framework to regulate cooperation between the two countries in the security field, in order to promote the exchange of expertise, experience, information and technical assistance, with a view to ensuring an in-depth understanding and effective fight against the different forms of organized crime that could threaten the security of the two countries, the same source states.

The memorandum of understanding also enables Morocco’s national security services to provide their Ethiopian counterparts with all necessary assistance in terms of training, technical support and intelligence, to help them develop their human resources and strengthen their capacities in preventing and combating crime.

This agreement defines its scope of application in the areas of combating human trafficking, illegal immigration, trafficking in human organs, trafficking in narcotics, psychotropic substances and chemical precursors, illicit trafficking in weapons, explosives and hazardous materials.

It also covers the fight against cybercrime, financial and economic crime and money laundering, in addition to all fields that may constitute a common area of interest for the two countries.
