Moroccan Sahara: Moscow Leans Toward Morocco’s Autonomy Plan

Russia has declared its readiness to support Morocco’s efforts to achieve a lasting political solution to the regional dispute over the Moroccan Sahara.

Through recent statements by its Foreign Minister, Sergey Lavrov, Moscow reaffirmed its commitment to a “just, lasting, and mutually acceptable” resolution, in line with United Nations Security Council resolutions.

This position, expressed on the eve of the renewal of MINURSO’s mandate, reflects Russia’s willingness to adopt a balanced approach, while recognizing the scope and relevance of the Moroccan Autonomy Initiative, proposed in 2007. Sergey Lavrov emphasized his country’s readiness to back the plan put forward by the Kingdom, stressing that no solution should be imposed on the parties without their mutual consent.

By prioritizing dialogue and compromise, Russian diplomacy avoids any reference to a referendum option, aligning instead with an approach of realism and pragmatism already shared by a large majority of the international community. For many observers, this evolution signals the strengthening of the strategic partnership between Rabat and Moscow, founded on mutual respect and consultation over key regional issues.

Morocco, for its part, continues its sustained efforts in coordination with the UN Secretary-General’s Personal Envoy, Staffan de Mistura, to revive the political process within the clear parameters defined by the Security Council. The Autonomy Plan, supported by numerous global powers, is increasingly emerging as the only serious and credible basis for achieving a final settlement of the dispute.

This Russian openness comes amid an ongoing diplomatic momentum led by the Kingdom, driven by the visionary leadership of King Mohammed VI. Under his guidance, Morocco has strengthened its international standing and consolidated the growing recognition of its sovereignty over its southern provinces, confirming the soundness and coherence of its foreign policy.
