The 4th edition of the African Election Observers Training Cycle opened on Monday in Rabat, with the participation of senior officials representing 52 African countries.

The opening ceremony of this cycle was co-chaired by the Minister of Foreign Affairs, African Cooperation, and Moroccans Abroad, Mr. Nasser Bourita, and the African Union Commissioner for Political Affairs, Peace, and Security, Mr. Bankolé Adeoye.

This annual event, initiated in partnership with the African Union's Department of Political Affairs, Peace, and Security, is part of Morocco's commitment, under the leadership of His Majesty King Mohammed VI, may God assist Him, to a stable, peaceful, and prosperous Africa.

The organization of this training cycle also responds to the decisions made by the Conference of African Heads of State and Government, including at the most recent African Union Summit in February 2025, which called on the Kingdom of Morocco to continue strengthening Africa's capacity to improve the conduct of election observation missions.

The 4th edition stands out due to the participation of more than 120 young civil society actors, experts, and senior officials from all five regions of the continent, representing 52 African countries including Mali, Burkina Faso, Gabon, Guinea, Niger, and Sudan.

This session is also notable for the significant participation of African women, who make up 68% of the total participants. Thus, by organizing this specialized training cycle for the fourth consecutive year, Morocco continues to distinguish itself as the leading African provider of trained observers, based in Rabat, to supervise electoral processes in Africa. This is a significant contribution to strengthening Africa's electoral capacities.

The 2025 edition is also marked by the organization of the second seminar on democracy and elections in Africa, under the theme "Inclusive Governance: Strengthening Women's Leadership in African Electoral and Democratic Frameworks," which enriches the training cycle by addressing topics related to political dialogue, democracy, governance, and electoral processes on the African continent.

This 4th edition of the training cycle is a key step in the training process in Rabat, aimed at providing the African Union with an important database to support election observation in Africa and promote democracy, peace, and security across the African continent.
