Angola and Namibia signed eight legal cooperation instruments on Monday, October 19, in Luanda, aimed at strengthening bilateral relations and advancing their shared development objectives, according to the Angolan presidency.

Among the documents signed were the minutes of the first session of the Binational Commission. The two countries also concluded an agreement allowing dependents of diplomatic and consular officials, as well as representatives to intergovernmental organizations, to engage in paid employment.

Cooperation also extends to sports, arts and culture through a memorandum of understanding and a protocol designed to strengthen exchanges and joint initiatives.

Regarding cross-border movement, Luanda and Windhoek agreed to establish a one-stop border post between Oshikango, Namibia, and Santa Clara, Angola. An addendum was also signed concerning the construction of memorial sites in Cassinga and Xetequela, on Angolan territory.

The two sides also signed memorandums of understanding covering fisheries, aquaculture and tourism, reaffirming their commitment to expanding cooperation across several economic sectors.

During the discussions, Angolan President João Lourenço also called for the establishment of joint mechanisms with Botswana and other diamond-producing countries. The aim is to preserve the competitiveness of natural diamonds against alternative products, particularly by safeguarding pricing mechanisms and quality standards.

The signing of these eight instruments took place during Namibian President Netumbo Nandi-Ndaitwah's state visit to Angola from October 18 to 20, 2026, at the invitation of her counterpart, João Manuel Gonçalves Lourenço. The visit aimed to deepen diplomatic relations and give fresh momentum to economic cooperation between the two countries.

Trade Relations Marked by a Significant Imbalance

Angola and Namibia share longstanding historical ties, shaped by their geographical proximity and common history of liberation struggles in Southern Africa. Since Namibia gained independence in 1990, these close ties have fostered political and diplomatic cooperation, which both countries now seek to translate into stronger economic relations.

However, UN Comtrade data reported by Trading Economics highlights a significant trade imbalance in 2025. Angolan merchandise exports to Namibia reached $522.09 million, compared with $31.59 million in Namibian exports to Angola.

Against this backdrop, both countries are seeking to turn their diplomatic commitments into tangible economic benefits. Expanding bilateral trade, promoting investment and diversifying partnerships are among the main priorities of this strengthened cooperation.
