Namibia is stepping up its action against climate change. Minister of Environment, Forestry and Tourism Indileni Daniel launched the third Nationally Determined Contribution (NDC 3.0) on September 25, 2026, in Windhoek, a major program valued at $14.07 billion.
According to the Ministry of Environment, Forestry and Tourism, this new roadmap covers the period through 2035 and is based on two main components: climate change mitigation and adaptation to its effects.
Of the total funding, $6.42 billion will be allocated to mitigation measures, while $7.65 billion will be dedicated to adaptation measures.
The implementation of the program, however, depends largely on mobilizing international funding. Around 88% of the required resources are expected to come from international climate finance.
With this NDC 3.0, Windhoek thus aims to strengthen its climate commitments and increase its capacity to address the effects of climate change, while continuing its efforts to reduce emissions.
