Below is the full CAF statement detailing the sanctions decided by its Disciplinary Jury against Senegal and Morocco.

The Disciplinary Jury of the Confederation of African Football (CAF) has issued its decisions following the incidents that occurred during the final of the TotalEnergies CAF Africa Cup of Nations Morocco 2025. Sanctions have been imposed on the Senegalese Football Federation (FSF), the Royal Moroccan Football Federation (FRMF), as well as on several players and officials, for confirmed violations of the CAF Disciplinary Code.

Decisions of the CAF Disciplinary Jury:

1. Senegalese Football Federation (FSF)

The Disciplinary Jury has decided:

To suspend Mr. Pape Bouna Thiaw, head coach of the Senegal national team, for five (5) official CAF matches, for unsporting conduct, violation of the principles of fair play and integrity, and damage to the image of football.To impose a fine of USD 100,000 on Mr. Pape Bouna Thiaw.To suspend Mr. Iliman Cheikh Baroy Ndiaye, player of the Senegal national team, for two (2) official CAF matches, for unsporting conduct towards the referee.To suspend Mr. Ismaïla Sarr, player of the Senegal national team, for two (2) official CAF matches, for unsporting conduct towards the referee.To impose a fine of USD 300,000 on the FSF for the inappropriate behavior of its supporters, which harmed the image of football.To impose an additional fine of USD 300,000 on the FSF for the unsporting conduct of its players and technical staff, in violation of the principles of fair play, loyalty, and integrity.To impose a fine of USD 15,000 on the FSF for a team disciplinary offense, as five (5) players received cautions.

2. Royal Moroccan Football Federation (FRMF)

The Disciplinary Jury has decided:

To suspend Mr. Achraf Hakimi, player of the Morocco national team, for two (2) official CAF matches, including one (1) match suspended for a probationary period of one (1) year from the date of the decision, for unsporting conduct.To suspend Mr. Ismaël Saibari, player of the Morocco national team, for three (3) official CAF matches, for unsporting conduct.To impose a fine of USD 100,000 on Mr. Ismaël Saibari.To impose a fine of USD 200,000 on the FRMF for the inappropriate behavior of the stadium ball boys.To impose a fine of USD 100,000 on the FRMF for the inappropriate behavior of the national team players and technical staff, who entered the VAR review area and obstructed the referee’s work, in violation of Articles 82 and 83 of the CAF Disciplinary Code.To impose a fine of USD 15,000 on the FRMF for the use of lasers by its supporters during the match.

3. FRMF Complaint

The CAF Disciplinary Jury rejected the complaint lodged by the FRMF concerning alleged violations by the FSF of Articles 82 and 84 of the Africa Cup of Nations Regulations, in connection with the final of the TotalEnergies CAF Africa Cup of Nations Morocco 2025.
