Rabat: Africa Rethinks Its Strategies Amid Global Uncertainty

The 9th edition of the African Peace and Security Annual Conference (APSACO) will be held on June 19–20 in Rabat.

Under the theme “Africa Amid Global Uncertainty,” the event, organized by the Policy Center for the New South, will bring together experts, diplomats, military officials, and policymakers to discuss the key security and geopolitical dynamics shaping the continent, according to a press release issued Friday by the organizers.

APSACO 2025 also aims to promote dialogue on how to strengthen Africa’s strategic resilience, consolidate its governance and security institutions, and reposition the continent within a shifting global order.

This edition will address several topics, including:

The fragmentation of African regional blocs and the emergence of new political realignments

The evolution of critical conflicts in Sudan, Libya, and the Great Lakes region

Africa’s positioning in the context of renewed competition between major powers

The adaptation of the African Peace and Security Architecture (APSA) to new and complex threats

Among the expected speakers are:

Kainga Patricia Wellington, Deputy Minister of Foreign Affairs of Malawi

Adamu Garba Laka, Major General and Coordinator of Nigeria’s Counter-Terrorism Center

Hélio Sanches, former Secretary-General of the Government of Cape Verde

Jérôme Mellon, UN Representative for West and Central Africa

Stephen Klingebiel, expert from the German IDOS Institute

In addition, the Policy Center for the New South will publish the 8th edition of its Annual Report on African Geopolitics on June 18, a leading reference for understanding the continent’s strategic dynamics.

This report, which presents Africa as told by Africans—an Africa observed in its complexity, challenges, and ambitions—is structured into four sections:

Electoral Dynamics

Wars and Conflicts

Africa and the World

Atlantic Africa.
