Since May 15, 2025, Togolese ministers will be required to personally pay for their domestic water and electricity consumption, according to a circular signed by Essowè Georges Barcola, Minister of Economy and Finance, addressed to the entire government.
This reform, which ends the government’s coverage of these bills through the public treasury, is part of a broader effort to rationalize public spending and reform governance.
The measure, which is symbolic, is intended to demonstrate a commitment to exemplarity, equity, and fiscal restraint in managing state finances.
“This measure aims to strengthen fairness and responsibility in the management of public resources, in line with the principles of good governance, state frugality, and the exemplarity expected from senior public officials,” reports Togofirst.
According to the finance minister, instructions have been given to the Togolese Electric Power Company (CEET) and the Togolese Water Company (TdE) to facilitate this administrative and logistical transition.
This new intervention comes just days after the increase in electricity prices in Togo, amid efforts to improve the financial situation of CEET, which has faced recurrent difficulties for several years.
