The Angolan Minister of Telecommunications, Information Technology, and Social Communication, Mário Augusto da Silva Oliveira, and the Russian Foreign Minister, Sergey Lavrov, have signed a cooperation agreement in the digital sector.

The agreement signed between Angola and Russia on the sidelines of the first ministerial conference of the Russia-Africa Partnership Forum, held in Sochi, Russia, from November 9 to 10, strengthens collaboration between the two countries in key areas of the digital economy. It covers several sectors, including information technology, telecommunications with the expansion of high-speed networks, fiber optic development, and the Angolan satellite telecommunications program.

The objective of this partnership is to support Angola's digital transformation to stimulate economic growth and attract more foreign investment. By working together, Angola and Russia aim to enhance Angola's digital infrastructure, a sector that has experienced rapid growth in recent years, notably with the launch of Angola's AngoSat-2 satellite in 2022, designed to provide communication services throughout the country and region.

This agreement will also enable Angola to benefit from Russian expertise in cybersecurity and data management, two essential aspects for ensuring the country’s digital sovereignty. Furthermore, training initiatives and skills transfer programs are planned to strengthen local capacities in the digital sector and enable young Angolans to integrate fully into this future-oriented economy.

For Sergey Lavrov, this partnership reflects Russia's commitment to actively contributing to the technological development of African nations by facilitating access to advanced infrastructure and technologies. Meanwhile, Mário Augusto da Silva Oliveira emphasized that this agreement marks a significant step forward for Angola, which aspires to become a regional digital hub and diversify its economy beyond the oil sector.
